WASHINGTON – Finnish President Alexander Stubb and U.S. President Donald Trump have signed a landmark maritime memorandum of understanding during a White House ceremony, finalizing a $6.1 billion agreement for the construction of 11 icebreaker ships for the U.S. Coast Guard .
The pact, hailed by both leaders as a strategic milestone, calls for Finland to build four “Arctic security cutters” at Finnish shipyards, while seven additional vessels will be constructed in the United States using Finnish expertise and technology transfer . This collaboration marks the first time the United States has commissioned icebreaker construction abroad, underscoring the urgency of expanding its Arctic capabilities .
Arctic Security at the Forefront
The agreement comes as the U.S. seeks to counter growing Russian and Chinese influence in the Arctic region . President Trump emphasized the strategic necessity, stating, “We need these ships very badly because we have a lot of territory. More than anybody” . Currently, the U.S. Coast Guard operates only two active Arctic security cutters—one commissioned in 1976—far fewer than Russia’s fleet of approximately 40 icebreakers .
President Stubb characterized the agreement as “a huge strategic decision” that reflects Finland’s trusted Arctic expertise . Prime Minister Petteri Orpo, who joined the Oval Office meeting, highlighted the deal’s economic significance for Finland, noting that the country’s economy has been “suffering a lot because of Russian aggression in Ukraine” .
Industrial and Economic Impact
Under the agreement, three ships will be constructed by Davie Shipbuilding in Galveston, Texas, and four by Bollinger Shipyards in Houma, Louisiana . The White House projects that the initiative will generate billions in new shipbuilding investment and create thousands of skilled jobs in the United States . The first vessel is scheduled for delivery by 2028 .
The memorandum lays the foundation for commercial agreements between the U.S. Coast Guard and Finnish companies, with the White House invoking presidential authority under 14 U.S.C. 1151(b) to permit foreign construction as a “national security necessity” . This temporary measure is intended to bridge the capability gap while fostering domestic shipbuilding expertise.
President Trump indicated that the ultimate goal is to expand the U.S. icebreaker fleet to as many as 40 ships, aiming to surpass Russia’s capabilities in the Arctic . “We’re buying the finest icebreakers in the world, and Finland is known for making them,” Trump said .
The deal also builds on a partnership between the United States, Canada, and Finland first announced under the Biden administration, aimed at expanding Western icebreaker shipbuilding capacity .
